Act 141 of 2000 established the Responsible Alcohol Management Program (RAMP), a voluntary certification consisting of four program prerequisites - Owner/Manager Training, Server/Seller Training, New Employee Orientation and Signage - that upon successful completion, enable licensees to apply for RAMP certification for approval by the PLCB.

Renewals/Validations Pennsylvania Liquor Control Board

September 3. November 2. December 31. Districts 1, 3, 5, 7 and 9 renew in odd-numbered years and validate in even-numbered years. Districts 2, 4, 6, 8 and 10 renew in even-numbered years and validate in odd-numbered years. Most Calendar Year Licensees renew or validate annually, however, some renew every four years.
